    A Nicely Made Hand Axe
    I don't see any markings on the piece. The bit is very well shaped, with a smooth finish. It's pinned and epoxied to the handle.  It has a pronounced butt for hammering.
    The handle looks to be commercially made.
    What has been added is the vinyl tape on the handle, the upholstery tacks, and the copper pipe cap on the end of the hand.  These are readily removed, leaving a totally functional piece.
    The cover is leather with Velcro and is home made.
    It's a solid piece and looks to be unused. It has not been sharpened.
    It's made as a skinner and cleaning tool for big game.  But it is also a good throwing axe.
    The overall length is 19-1/2 inches.  The handle is 18 inches long.  It weighs 2.0 lbs.
