This is a NORS Patch or Repair Panel for a  1958 Chevrolet Passenger Car
.  The panel is for the Passenger's Side Front Fender - Lower Rear Section of the Fender.  It is in very solid condition and is an older reproduction part that has never been installed.  There are no issues with dings or dents that I can see, but it does have some very lite surface rust residue on it.  This panel is stamped from a 20 gauge thick steel.  The second picture in the series above, shows the measurements of the panel.
